Under the Historic Columbia River Highway State Trail Plan (a joint effort by the Oregon Department of Transportation, Oregon Parks and Recreation Department, U.S. Forest Service and Hood River County), there is a clear path to reconnecting the remaining 11 miles of the Historic Columbia River Highway. Once restored, it will allow cyclists to travel from Troutdale to the The Dalles without being diverted to ride along the unprotected shoulder of Interstate 84.

This study describes the existing bicycling activity patterns in the Columbia River Gorge, and estimates how the additional recreation spending made by bicycle riders would impact the local economies of the communities located within the Gorge should the Historic Columbia River Highway State Trail Plan be completed.
